Abstract


MÜTAREKE DÖNEMİNDE İSTANBUL HÜKÜMETİ’NE BAĞLI ÇALIŞMALAR YÜRÜTEN BİR ÜST KURUL: DARÜ’L-HİKMETİ’L-İSLÂMİYYE

Before signing the Armistice of Montrose, with an act issued in March, 5, 1918, Darü’l-Hikmeti’l-İslâmiyye had started working under the Chamber of Meşihat (today’s directorate of religious affairs), in Ottoman Empire. It continued to serve as a Higher Consultative Committee during the period of armistice. Duty of the Committee was to explain religious facts and Islamic concepts to the public through publishing. The other duty of Darü’l-Hikmeti’l-İslâmiyye was to prevent and overcome the moral corruption in the public caused by wars as much as possible. In terms of structure, the organization was separated into three committees according to the duties. Scientific works were carried out by kalam committee, works about Islamic provisions were carried out by Islamic Law committee and works about Islamic goals and merit were carried out by moral committee. On the other hand, Darü’l-Hikmeti’l-İslâmiyye had an official publishing called “Ceride-i İlmiyye” and it used to inform the public about the arrangements made by the Chamber of Meşihat. After the establishment of Central Organization, field service was established under the guidance of Mufti; the goal was to give orders and directions to Muslim preachers in order to increase the moral values of villagers. The Committee couldn’t prevent harsh criticisms although great amount of effort was given. Despite its perfect and reliable cause of establishment, it was criticized with the claim that it didn’t function sufficiently, it didn’t pay attention to the rules and act accordingly. After the abolition of the Sultanate, in November, 4, 1922, the Committee conducted the last meeting and closed the institution in November, 18, 1922. It can be said that the Committee was unique in terms of its founding purpose, its responsibilities and methods. The goal of this study is to make a detailed analysis of general press of the period and media organ of Darü’l-Hikmeti’l-İslâmiyye on the basis of archive documents and to present their effects on the period.
